About Margo Bennett
Margo Bennett is an infrastructure attorney with more than 20 years of in-depth national experience developing and implementing public-private partnerships from both the public and private sector side. Ms. Bennett is especially skilled at assisting clients with procurement and contract negotiation. She has experience advising on a full range of project-related issues, from enabling legislation, risk management, and labor relations to environmental compliance, litigation, and procurement challenges. Ms. Bennett's professional roles have included serving as general counsel and officer with a large construction firm and legal consultant on a multitude of transportation and other construction projects throughout the United States. She also served as deputy general counsel for the Seattle Monorail Project. She has experience with the entire range of traditional and alternative project delivery methods. Representative Work Metropolitan Transit Authority of Harris CountyMetro Solutions Program. Advised on the request for proposals for a contractor to design, build, finance, operate, and maintain a network of transit lines and intermodal facilities for its METRO Solutions Phase 2 Program. Analyzed risk and served as lead attorney for both the operations and maintenance, and vehicle supply contracts. Ms. Bennett also assisted in preparation of documentation pertaining to the project's participation in FTA's Penta P Program. Project lead assisting TxDOT with procurement strategy and documents for the second Trans-Texas Corridor tender, to be developed as a public-private partnership (PPP). Trans-Texas Corridor program is a $150 billion, multi-decade program to create 4,000 miles of 1200-foot wide integrated passenger and truck highway, rail, and utility corridors that will connect major cities in Texas and Mexico as well as other states. Texas Department of TransportationUS 281/Loop 1604 Toll Project. Advised TxDOT regarding procurement strategies for a PPP to develop a toll road project in San Antonio. The procurement had proceeded to the selection of a short list of proposers before legislation ended the project. Oregon Transportation Improvement GroupOregon Innovative Partnerships Program. Prior to joining Nossaman, Ms. Bennett was the lead attorney advising the developer selected by the Oregon Department of Transportation for the state's first proposed PPP projects. Served as deputy general counsel for the $1.8 billion project and lead in-house counsel for the procurement and negotiation of a design, build, operate, and maintain contract.
