Barney Allison has specialized in the area of public finance for his entire legal career. Representative Work TIFIA Loan. Advises the Texas Department of Transportation in connection with the use of the TIFIA Credit Assistance as part of TxDOT's Public-Private Partnership Program. City of Anaheim / Orange County Transportation Authority - Anaheim Regional Transportation Intermodal Center. Serving as special counsel to the City for the financing, development, and operation of a transportation hub and mixed-use activity center on a 16-acre site publicly owned by the Orange County Transportation Authority (OCTA) and the City of Anaheim. Work includes advising on procurement and financing strategy. The first phase of the project includes a Transit Center and transit support facilities for existing and future transit services (rail and non-rail), transit-oriented retail, mixed-use commercial development, and civic space. Later phases may include expansion of all facilities as well as additional terminal facilities, parking and access considerations. ARTIC envisions significant private involvement in the operation of the Transit Center as well as the development of the adjacent land. Privatization of Construction and Operation of Public Buildings. Advises a private developer in connection with financing public buildings that are constructed under design-build agreements and operated by a private entity. Acted as bond counsel in connection with tax-exempt financing of a West Los Angeles County Department of Public Social Services built under a design-build contract and operated by a private entity. SANBAG Bond Issues. Acts as disclosure counsel to San Bernardino County Transportation Authority in connection with issuance of sales tax revenue bonds for highway improvements. SR 91 Express Lanes Project. Acted as special counsel to the Orange County Transportation Authority in connection with OCTA's acquisition of the SR 91 Express Lanes Project from a private developer; acted as bond counsel in connection with the issuance of tax exempt toll road revenue refunding bonds to refinance taxable bonds. WateReuse Finance Program. Acts as bond counsel in connection with issuance of variable rate revenue bonds to finance water and wastewater improvements for various California public agencies.
