Advising RCTC on the development, procurement and financing of an extension of the SR 91 Express Lanes (HOT lanes) into Riverside County and new HOT lanes in the median of the I-15 in Riverside County. San Bernardino Associated GovernmentsTolling and PPP Program. Advising SANBAG on the feasibility analysis and potential development, procurement and financing of managed lanes projects along the primary highway corridors within San Bernardino County, including the I-10, I-15 and SR-210. High Desert Corridor Joint Powers AuthorityHigh Desert Corridor. Advising the agency on the development, construction, financing, and procurement of a public-private partnership for a new $4 billion 50-mile freeway between Palmdale and Victorville in Southern California. Also assisting the agency, comprised of the Counties of San Bernardino and Los Angeles as well as five local cities, to obtain public-private partnership authority for the project. Nevada Department of TransportationPPP Program. Serving as legal advisor to the Department on the Pioneer Program, its PPP program, which is currently in a start-up phase. Advising on project/program legislation and procurement strategy, structure, and implementation. Program will include public-private partnerships, design-build, unsolicited proposals and other alternative delivery and innovative finance. Texas Department of TransportationStatewide PPP Program. Part of the team advising on the largest PPP program in U.S. history; structuring procurement and contract documents, negotiating concession agreements, and structuring innovative financing arrangements (including applications to the USDOT's TIFIA credit assistance program and securing the largest TIFIA loan commitment to date) for a pipeline of projects worth more than $8 billion. Current projects include: State Highway 130, Segments 5&6, North Tarrant Express (IH 820/SH 183), DFW Connector, IH 635 Managed Lanes and the I-69/TTC. State of Alaska, Department of Law/Knik Arm Bridge and Toll Authority (KABATA) - Knik Arm Crossing. Team co-leader assisting KABATA with the structuring, formation and procurement of a public-private partnership for the Knik Arm Crossing, a $600 million, 2-mile toll bridge, the first public-private partnership transportation project in Alaska. Partnerships British Columbia/British Columbia Ministry of TransportationSea to Sky Highway Improvement Project. Consulted on structuring and implementing a CDN$600 million highway reconstruction and expansion project, including a 25 year concession. Worked with PBC to develop the province's first proponent consultation process that included individual and joint mid-tender Proponent workshops. Advised on procurement process, the concession agreement and risk allocation. City of Reno - ReTRAC Project. Represented the City from the earliest planning stages through to successful procurement for development of a 2.25 mile depressed rail corridor and grade separation project in the City's downtown business district. The $231 million ReTRAC project was the first public sector design-build project in the State of Nevada. Alameda Corridor Transportation Authority - Mid-Corridor Design-Build Project. Represented the Ports of Los Angeles and Long Beach in connection with the first stages of the $2.4 billion Alameda Corridor Project. Drafted negotiated rights of way and operating and construction agreements among the ports and three railroads. Veolia Water North America Operating Services, Inc. (formerly known as U.S. Filter Operating Services, Inc.)Water and Wastewater Facilities. Serving as counsel, advising on the procurement, negotiation and documentation of industrial projects and a wide range of municipal privatizations of water and wastewater treatment facilities throughout California and in Hawaii. County of SonomaSolid Waste System Divestiture. Primary attorney advising the County in connection with its potential divestiture of its solid waste system and assets. Coordinated all due diligence, helped develop and implement the County's procurement process and coordinated the activities of financial advisors advising the County. Prepared all procurement documents and drafted and negotiated the purchase and long-term disposal agreement with a proposer. A final agreement was brought to the Board for consideration, with 3 of the 5 supervisors voting in favor of the transaction. County of San DiegoSolid Waste System Divestiture. Primary attorney for the County in a $180 million divestiture of its solid waste system and assets, the nation's largest divestiture of solid waste assets. The Newhall Land and Farming CompanyChiquita Canyon Landfill. Advised on the sale of the Chiquita Canyon Landfill, one of the largest landfills in Los Angeles County.
