James Joyce, P.E., is President and CEO of H.R. Gray, a management and consulting firm that offers public entities program and construction management services for complex projects as well as analysis and resolution of construction disputes. He has almost 30 years of experience in the engineering, construction and facilities management industry. Joyce was the past executive head of the Department of Public Utilities for the City of Columbus, which involved directing the activities of the Airport, Electricity, Sewerage and Drainage and Water Divisions; serving as the advisor to the Mayor on public utility matters at the Cabinet level; overseeing all engineering functions of the Department; overseeing all Capital Improvements and Operation/Maintenance functions. He also served as Department liaison with City Council, the County Commissioners, and other State and Local representatives for the determination of City policy and program direction. Further, Joyce was also the primary point of contact with U.S. EPA and Ohio EPA, the U.S. Army Corps of Engineers, the Federal Energy Regulatory Commission and other County, State and Federal regulatory bodies. He has managed projects ranging in size from $2 million to $60 million. Joyce earned his Bachelor of Science degree in Civil Engineering from The Ohio State University, Columbus, Ohio. He is also a Registered Professional Engineer in the State of Ohio and Hawaii.
