Bob is a registered engineer and a 1979 graduate of the University of Santa Clara where he received a Bachelor of Science in Civil Engineering. In 1982 he earned a Masters of Science in Civil Engineering from the University of Santa Clara. Bob joined Oliver de Silva, Inc. as a project manager and supervised the construction of over $85,000,000 of public improvements in the North Pleasanton Improvement District, including the Hacienda Business Park and Hopyard Road/I-580 Interchange. In 1989 he was promoted to Construction Manager for Oliver de Silva, Inc. and The DeSilva Group where he supervised the design, estimating and construction of public works improvements and land development projects totaling over $100,000,000. Projects included mass grading, street improvements, shopping centers, urban redevelopment and reconstruction, and several major landfill expansions and closures in Northern and Southern California. Since 1996 Bob has continued to serve as President of Pacific States Environmental Contractors.
