Mary Joel Holin is the leader of the company's Housing Practice. She has specialized in providing evaluation and technical assistance for housing and community-development programs since 1978. An urban planner by training, Holin has a broad knowledge of federal housing initiatives. Since joining the Company in 1993, she has served as director of numerous large-scale initiatives for the U.S. Department of Housing and Urban Development (HUD). Holin's HUD projects have included the Annual Homeless Assessment Report, Technical Assistance to Coordinate Services to Homeless Veterans, and Strategies that Enhance Community Relations in Tenant-Based Section 8 Programs. In another project that Holin directed, Abt Associates and its subcontractors supported Project Access, a HUD demonstration that offered housing choice vouchers to non-elderly persons residing in nursing homes, together with technical assistance to improve the utilization of disability vouchers by public-housing authorities and nonprofit organizations. Prior to coming to Abt Associates, Holin served as research director of the National Association of Housing and Redevelopment Officials, a housing and urban-development specialist for the U.S. Agency for International Development in East and Southern Africa, a planning consultant for the LandPlan Group (an American architecture firm based in Nairobi, Kenya), and a senior analyst/project manager for Urban Systems Research and Engineering. She also has worked for the Institute for Social Research of the University of Michigan and for HUD's Office of Policy Development and Research. Holin holds a Master of Urban and Regional Planning degree from George Washington University and a B.A. in International Relations from the University of Delaware.
