Lisa D. Rulli is Principal for the Twenty-First Century Group. She brings over 17 years of congressional affairs experience to our firm. During her time on Capitol Hill, Lisa gained invaluable knowledge of the legislative process. She began her career working on the House Committee on Merchant Marine and Fisheries. As a staffer on the Committee, Lisa was exposed to a variety of issues ranging from the Marine Mammal Protection Act to the Cargo Preference Act. In 1995, she went to work for the House Committee on Resources. She continued to work on environmental issues involving areas such as endangered species, fisheries, and wetlands. Lisa has experience dealing with state legislatures as well. She dealt with all levels of state government while working on issues related to healthcare, employer practices, alcohol and tobacco, and transportation. Additionally, Lisa developed a working knowledge of a number of state Medicaid programs. Lisa graduated from Virginia Polytechnic Institute and State University in 1991 with a Bachelors of Science Degree in Political Science.
