Mr. Valencia is a partner with Wilke, Fleury, Hoffelt, Gould & Birney, LLP. As head of the firm's Legislative Advocacy and Government Relations group, Mr. Valencia has been lobbying for over 20 years, all on behalf of firm clients. Mr. Valencia attended Lincoln Law School of Sacramento, and graduated from Sacramento's Patiño School of Law as valedictorian of its first graduating class. He joined the firm after a 10-year career in campaign management, health care policy consulting to the California State Assembly, and public relations work for several state health care and consumer services agencies. Areas of Current Emphasis A key contributor to California's seminal Medi-Cal Drug Rebate Law of 1990, now being emulated by numerous states, Mr. Valencia provides counsel to much of the nation's pharmaceutical research, development, manufacturing and sales industry. Mr. Valencia's emphasis includes representation of the state's emergent and established life sciences and biomedical industry. Additionally, Mr. Valencia is a seasoned civil litigator, appearing regularly before state regulatory agencies, and in state court. His clients include Fortune 500 corporations, regional and local businesses, and state trade and professional associations, nonprofit organizations and individuals. Mr. Valencia serves as one of the firm's political law specialists, and is a member of the California Political Attorneys Association. Professional and Business Affiliations Mr. Valencia is a Past Member and Past Chairman of the City of Sacramento Planning Commission overseeing the City's explosive residential growth and innovative infill and new urbanist projects. He is a Past Vice President of the Board of Directors of the Sacramento Hispanic Chamber of Commerce. He is Past Chairman of the Sacramento Municipal Utility District (SMUD) Equal Business Opportunity Program (EBOP) Citizens Advisory Panel. He is also a Charter Member of the Sacramento County District Attorney's Citizens Advisory Committee. Professional Licenses Mr. Valencia is licensed to practice in all California state courts and the U.S. District Court for the Eastern District of California.
