About Frank Giordano

Guided by a deep commitment to his community, his family, and his faith, Francis X. Kelly has carved a history of public service, business success and civic involvement. He is the Founder and Chairman and CEO of Kelly & Associates Insurance Group, Inc. (KELLY), one of Maryland's fastest growing, privately held companies. Frank and his wife, Janet, started the business in the basement of their Timonium, Maryland, home in 1976. Today, KELLY specializes in group insurance benefits and is widely respected as one of the leading broker/administrators in the Mid- Atlantic region. The company is responsible for over $1.6 billion in insurance premiums under management and serves nearly 13,000 corporate clients. Under the guiding hand of Frank Kelly, and fueled by the energy of his four sons, the company's employee base now exceeds 350, with headquarters in Hunt Valley and five regional satellite offices. A native of Brooklyn, N.Y., Frank graduated from Villanova University in 1961 with a Bachelor of Science degree in Economics, followed by six years of service in the Army National Guard. A decade later, he was elected to represent the citizens of northern Baltimore County in the Maryland State Senate, the start of a 12-year tenure defined by leadership, effectiveness and compassion. Senator Kelly's leading role in the creation of the Maryland Spending Affordability Committee has saved state taxpayers billions of dollars since its creation. His expertise in health insurance was tapped in 1984, when he chaired a special joint committee reviewing health benefits for Maryland's 80,000 employees. His innovative recommendations saved state taxpayers over $20 million annually. As chairman of the Senate Budget Subcommittee on Health, Education and Welfare, he was instrumental in more than 20 driving- while-intoxicated bills signed into law and advocated for expanded alcohol and substance abuse rehabilitation programs. For years, he worked in close collaboration with Dr. R. Adams Cowley, the father of Maryland's renowned shock-trauma system, and was the primary sponsor of legislation creating the R Adams Cowley Shock Trauma Center. In tribute to Senator Kelly's efforts, the University of Maryland School of Medicine named an endowed trauma surgery chair - the first in the nation - after him in 2000. The Senator also had a hand in crafting sweeping legislation that shifted control of the University of Maryland Hospital to a private, not- for-profit corporation. This ushered the hospital out of chronic debt and into a position as one of the nation's finest academic medical centers. Senator Kelly continues as a member of the University of Maryland Medical System Board of Directors, as well as chairman of the Shock Trauma Center Board. Most recently, Senator Kelly has been appointed to the University System of Maryland Board of Regents where he chairs the Finance Committee and also chairs the University of Maryland Medical Center Board. Among his other Annapolis achievements, Senator Kelly chaired the Joint Legislative Committee responsible for upgrading and creating operation protocols for Maryland's one-of-a-kind Medivac helicopter system; sponsored Maryland's famous automobile "Lemon Law"; emerged as a primary leader in the state's landmark higher education reforms; was instrumental in creating the Maryland Stadium Authority - which built Oriole Park and Ravens Stadium; and helped bring light-rail transit to Hunt Valley, north of Baltimore City. Named by his peers as one of the most effective members of the Maryland State Senate, Frank Kelly continues as a trusted advisor to many political and business leaders, as well as a driving force for changes in Maryland. As past chairman of the Board of Trustees of the Community College of Baltimore County, (1996-2005) Frank Kelly was the driving force behind restructuring the three colleges (Catonsville, Essex and Dundalk) into a single college, multi-campus institution (CCBC) - the largest community college system in Maryland. His commitment to quality education is underscored by his 14- year role as vice chairman of Morgan State University Board of Regents (1991-2005) and his leadership in revitalizing the Calvert Hall College High School campus. Kelly also serves on the boards of Baltimore Washington Medical Center (formerly North Arundel Hospital), Living Classrooms, the Baltimore County Revenue Authority, Baltimore County Leadership, the Sparrow House, member of the Maryland Board of Fellowship of Christian Athletes, and the Maryland Retailers Association Educational Foundation. He and his wife, Janet, were recently named co-chairs of the Stella Maris Hospice Capital Campaign and also for the Cal Ripken, Sr. Foundation Gala. Frank has been elected to the Cal Ripken, Sr. Foundation Board of Directors and recently named as Chairman-elect. In addition, Frank chairs the University System of Maryland, University of Baltimore Bicentennial Committee and the Capital Campaign. Frank has earned countless honors: First recipient of the Baltimore Health Underwriters Association's "Person of the Year" award in 1996; in 2007, he was elected to the Maryland Health Underwriters Hall of Fame; the Maryland Motor Truck Association's "1997 Man of the Year" award; and the "Entrepreneur of the Year" award from Loyola College's Beta Gamma Sigma National Honor Society. Frank Kelly has been recognized as one of the top 100 Irish business leaders in the United States by Irish America magazine and has received the prestigious Stuart Macht Award for Business Excellence from the Baltimore County Government. In addition, Senator Kelly was named to the Baltimore County Chamber of Commerce's Business Hall of Fame (which includes such business giants as Alonzo G. Decker, Jr. of Black & Decker and Charles P. "Buzz" McCormick of McCormick & Co.). The Boy Scouts of America presented Frank with its 2002 Health Services "Good Scout" award, and he was named Hibernian of the Year 2003 by The Hibernian Society of Baltimore. In 2007, the Kelly Family was inducted into the Chimes Hall of Fame. During that same year, Frank was honored by the Dyslexia Tutoring Foundation as their "Man of the Year" and inducted into the Monsignor Bonner High School Hall of Fame. Most recently, in 2008, Frank was one of the recipients of the Maryland Division of the American Trauma Society, Distinguished Achievement Award. Frank Kelly's dedication to his community and state is grounded in a deep spiritual commitment and defined by a conscious blending of personal ethics and professional integrity. He has lived and partnered with his wife, Janet, for almost 50 years. He proudly works every day with his four sons - Frank III, John, David and Bryan - who have helped him take KELLY to a level never dreamed possible. Kelly is most grateful for his faith and his family, which has grown to include four daughters-in- law and twenty-one grandchildren.
