Watershed Conservation Authority

The Watershed Conservation Authority (WCA) is a public entity located in Azusa, California. Established in 2003, the WCA is a joint powers agency of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) and Los Angeles County Flood Control District. The WCA has 12 employees and generates annual revenue of $2.5 million. The WCA focuses on increasing access to and availability of open space and recreation in the San Gabriel and Lower Los Angeles Rivers Watershed area. The organization pursues projects aimed at conserving, restoring, and enhancing the environment within this watershed. These efforts align with regional initiatives focused on flood protection, water supply, groundwater recharge, and water conservation. To date, the WCA has acquired four properties encompassing 193 acres. These properties are in various stages of development, with the goal of establishing them as protected open space or parkland.
