San Joaquin Regional Rail Commission

The San Joaquin Regional Rail Commission (SJRRC) is a joint powers authority based in Stockton, California. The organization was formed in 1995 by seven cities and San Joaquin County to enhance existing rail service and develop a new rail system within the county. The SJRRC has a staff of 21 employees and generates $6.6 million in annual revenue. The SJRRC's primary focus is on improving and expanding commuter rail service in the San Joaquin Valley, including collaboration with Santa Clara and Alameda counties. This includes pursuing agreements and participation in commuter rail projects like the Altamont Commuter Express (ACE). A key achievement of the SJRRC was the establishment of the Altamont Commuter Express Joint Powers Authority (ACE JPA) in 1997. This partnership with the Alameda Congestion Management Agency (ACCMA) and the Santa Clara Transportation Authority (VTA) created a joint board to oversee the ACE project.
