Pennsylvania Office of Open Records

The Pennsylvania Office of Open Records is a quasi-judicial, independent agency located in Harrisburg, Pennsylvania. It is led by an Executive Director appointed by the governor and employs 6 people. The Office of Open Records (OOR) oversees and decides thousands of appeals per year related to access to government records. The OOR also provides training on the Right-to-Know Law (RTKL) and Pennsylvania’s open meetings law (the Sunshine Act). The OOR was created by the Right-to-Know Law, which fundamentally changed access to government records in Pennsylvania by establishing a presumption that all records are public and available to citizens.
