The Department of Inspections, Appeals, and Licensing (DIAL) is a state agency located in Marshalltown, Iowa. Employing 53 individuals, DIAL is a multifaceted regulatory body responsible for protecting the health, safety, and well-being of Iowans. DIAL's responsibilities encompass a wide range of areas. The agency inspects and licenses or certifies various industries, including healthcare providers, restaurants, grocery stores, social and charitable gambling operations, hotels and motels, and barber and beauty shops. In addition, DIAL investigates allegations of fraud in the state's public assistance programs and conducts hearings to resolve disputes between Iowa residents and state government agencies. DIAL is structured into eight divisions: Administration, Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, and Workers' Compensation. Each division has specific duties outlined by Iowa Code. Four semi-autonomous units are also part of the department: the Employment Appeal Board, Iowa Civil Rights Commission, Iowa Racing and Gaming Commission, and the Office of the State Public Defender.
