Downtown Norfolk Council

The Downtown Norfolk Council is a non-profit organization based in Norfolk, Virginia. It was formed in 1979 as the Downtown Norfolk Development Corporation and later amended in 1984 to allow for membership. The organization has grown significantly since then, boasting a membership base spanning various facets of downtown life, from businesses to residents. The Downtown Norfolk Council focuses on enhancing the downtown Norfolk area through various initiatives. They are known for creating the Downtown Norfolk Historic District and organizing the popular annual Holidays in the City event. The Council's impact extends to managing the Downtown Improvement District, a role they assumed in 1999, in partnership with the City of Norfolk.
